Roof Grants and Repair Assistance in Onslow County NC
There is real money available to help North Carolina homeowners repair or replace a roof, and most people in Onslow County never find it. The programs are run by different agencies, the eligibility rules do not overlap cleanly, and none of them advertise. Meanwhile homeowners put off a roof they cannot afford until the leak becomes a framing problem.
Parade Rest Services is a licensed, bonded, and insured contractor serving Jacksonville, Richlands, Swansboro, and the surrounding communities. We are not a grant agency and we do not take a cut of anyone's award. What we do is know which programs exist, tell you honestly which ones you qualify for, and produce the inspection documentation your application needs.

A Word on Expectations
No program on this page hands out free roofs to homeowners who simply want one. Most are cost-share, income-limited, age-limited, or tied to a specific insurance policy. If a contractor tells you otherwise, be careful. What these programs genuinely do is close the gap between a roof you have been putting off and a roof you can actually pay for, and for a household on a fixed income that gap is the whole problem.
The NC FORTIFIED Roof Grants: Up to $10,000
The North Carolina Insurance Underwriting Association runs two grant programs that pay homeowners to install an IBHS FORTIFIED Roof, a construction standard built to survive coastal wind. These are the largest roof-specific grants available in this market, and Onslow County is explicitly eligible.
- Strengthen Your Roof pays up to $10,000. It covers rating territories 110 and 120, which take in the areas east of the Intracoastal Waterway along with the Outer Banks and barrier islands.
- Strengthen Your Coastal Roof pays up to $6,000 and covers rating territories 130, 140, 150, and 160.
Which one applies to you comes down to your address, not your preference. Qualifying policies include NCIUA HO2, HO3, and HO8 homeowners policies, HW2, HW3, and HW8 homeowners wind policies, and DP1, DP2, WD1, WD2, and WD3 dwelling policies. Once NCIUA and IBHS approve an application, you have 18 months to complete the work and earn the designation.
A FORTIFIED roof also tends to reduce the wind and hail portion of a homeowner's premium, so the grant is only part of the return. Both architectural asphalt shingles and standing seam metal can achieve the designation.

USDA Section 504: Up to $10,000 for Homeowners 62 and Older
The USDA Section 504 Home Repair program offers grants of up to $10,000 to very-low-income homeowners aged 62 or older who cannot afford to repay a loan. Fixing a leaking roof is explicitly named as an eligible repair, and the grant is forgiven once you have stayed in the home for three consecutive years. Homeowners who can repay may qualify for a 1% interest repair loan instead.
The catch is geography. Section 504 only applies to properties in USDA-eligible rural areas, and that boundary runs straight through this county. Jacksonville proper generally falls outside it while smaller communities like Maysville, Stella, and Hubert often fall inside. It is determined parcel by parcel, so the only reliable answer comes from checking your specific address on the USDA eligibility map.

NCHFA Urgent Repair and Rehabilitation Programs
The North Carolina Housing Finance Agency funds two programs that reach homeowners the other options miss.
The Urgent Repair Program addresses conditions that threaten life or safety, along with accessibility modifications that let someone stay in their home after an injury or illness. It comes as an interest-free deferred loan forgiven at $5,000 per year, and it serves elderly or special-needs households with incomes below 50% of the area median.
The Essential Single-Family Rehabilitation program handles larger repairs for elderly or disabled homeowners at or below 80% of area median income, which is a meaningfully wider net.
Neither is something you apply to directly. NCHFA funds local government and nonprofit partners who determine eligibility and contract the work out. In this area that generally means Coastal Community Action, Inc. in Newport at 252-223-1645, which handles urgent repair and weatherization for both city and county residents.

Veterans: What the VA Grants Actually Cover
Roofing companies advertise "VA roof grants" constantly and the framing is almost always wrong. The VA's Specially Adapted Housing grant ($126,526 for FY2026), Special Housing Adaptation grant ($25,350), and Home Improvements and Structural Alterations grant ($6,800) are disability adaptation grants. HISA explicitly excludes routine roof replacement.
Roof work can qualify when it is structurally necessary to support an adaptation or to resolve a safety hazard connected to a service-connected disability. Outside of that, a veteran's best route is the same set of programs open to every other homeowner on this page.
As a veteran-owned company serving Camp Lejeune and MCAS New River families, we would rather tell you this plainly than sell you a hope that falls apart at the application stage.

What Happens If You Do Not Qualify
Plenty of homeowners do not, and that is not the end of the conversation. A roof leak that goes another two winters costs far more than the roof would have. If the grant route closes, we will talk through project financing, phased repairs that stop the water now and replace the system later, or a straightforward leak repair that buys you time.
The point of this page is not to sell you a grant. It is to make sure you know what exists before you decide you cannot afford to fix your roof. Call (910) 459-5078 and we will tell you where you stand.
